Ministry of Health Code
In cases where a person has been defined as nursing or mentally debilitated and it is not possible to provide a solution to his medical and physical needs in his home, the appropriate solution for him can be expressed within the framework of a nursing home.
There are 3 ways in which a nursing home can be funded for nursing and mentally debilitated patients:
- Private financing of the patient or his family members.
- Assistance from the Ministry of Health.
- Through long-term-care insurance.
It is important to know, that the Ministry of Health will be the right address for those who need help in financing hospitalization in nursing wards and mental health warts (Ministry of Health Code) while the Ministry of Welfare is the address for those who need help in financing nursing homes for the exhausted and self-employed.
Assistance from the Ministry of Health is provided through a code whose procedure for obtaining it is based on 2 main stages.
First Stage
In the first stage, all relevant medical documents must be collected including:
- Medical summary from a doctor on behalf of the health insurance fund or in case of hospitalization from the ward doctor. The letter should detail the patient's medical background, including the definition of his functional condition.
- Social report on behalf of a social worker in the community or in case of hospitalization, on behalf of the social worker of the department.
- Functional report prepared by the HMO nurse or the hospital nurse.
- In cases where the person has been declared mentally debilitated a psychogeriatric report should be submitted.
- A guardian appointment order or a continuous or combined power of attorney document – as needed.
- Initial application form for institutional arrangement.
- Photocopy of the patient's ID – including the appendix.
Once all the required documents have been submitted to the Ministry of Health, the ministry will coordinate with the patient's family members, a visit from a nurse and social worker on his behalf – with the purpose of the visit being to classify the level of functioning.
After the visit, the office will convene a committee that includes the social worker, nurse and district psychiatrist when on the basis of the material presented to them – medical documents and impression of the visit – a decision will be made whether the patient will be classified as nursing, mentally debilitated or physically debilitated.
If a decision has been made to him define as nursing or mentally debilitated, it will be possible to proceed to the next stage.
Second Stage
In the second stage of the code application procedure, the Ministry of Health is supposed to calculate the level of participation of the patient and his family.
To this end, the Ministry of Health conducts and income test when, at the end, a decision is made on the level of participation. The patient and his family have the right to appeal the decision.
At this stage, documents will be submitted that indicate the financial situation of the patients and his family members in the first degree – children and the spouse.
The documents are supposed to indicate the level of current income, income from real estate, joint assets of the patient and the spouse, as well as the income of the patient's adult children.
It should be noted that there are merits that justify a reduction in the deductible of the patient and his family.
The code submission process takes around 25 days and in some cases may even take longer.
It is important to note that in special cases such as, during the Corona virus or in cases of change in the economic situation, it is possible to contact the Ministry of Health to request a reduction in the participation amount or a temporary exemption from the monthly participation. In such a request, its reasons will be specified and documents supporting it will be attached, such as, certificate of exit for a leave without payment, a certificate of entitlement to unemployment benefits, reports submitted to the VAT and so on. A district appeals committee will consider the application and inform the applicant of the decision rendered.
As part of my role and the services I offer, I make sure to advise to assist and accompany the patient and family members throughout the process, from submitting application to the Ministry of Health Code to approving the application and receiving the assistance.
